Let’s kick off a quick series on the most common special education disability areas and how students qualify for them, starting with Specific Learning Disability (SLD).

So, what is SLD? It’s when a student’s academic performance doesn’t match up with their ability level. For example, they might have average IQ, but their reading or writing skills are much lower. This gap between ability and performance is what we call a severe discrepancy.

Here’s what we look at in an SLD evaluation:

IQ vs. Academic Performance: We’re checking if there’s a big gap (about 22 points) between a student’s IQ and their academic skills.

Processing Deficits: We assess how the brain processes info—things like auditory processing, visual processing, and attention. If we find a processing deficit, we can connect it to why the student is struggling in a particular academic area.

Margin of Error: We also consider the margin of error, meaning the student could have been tired or distracted during testing. This can bring the qualifying gap to as little as 18.5 points.

If your child has an average IQ but struggles significantly in reading, writing, or math, there may be an underlying processing issue that qualifies them for special education under SLD.

Let’s break down "Other Health Impairment" (OHI)—one of the categories for special education that’s sometimes misunderstood. It’s not as common as learning disabilities, but it often applies to students with attention issues and also covers chronic health conditions like diabetes, seizure disorders, and more.

So, how does a student qualify for OHI?

A student can be eligible if they have limited strength, vitality, or alertness (including heightened alertness, which often means attention issues) due to a chronic health problem.

The key is educational impact—if their attention or health condition is affecting how they do in school, they could qualify for special education.
Here’s where it gets tricky: grades aren’t everything.

A lot of schools focus just on grades, but there’s so much more to it—things like social-emotional health, the ability to focus, and how long homework takes are all part of the picture. The courts take a broader view of educational performance, looking at much more than just test scores.

If your child’s been told they don’t qualify because their grades are okay, don’t stop there—there’s a lot more to consider.

Quick update on a big change in California's special education world! Emotional Disturbance has officially been renamed to Emotional Disability. As someone who’s been an educational psychologist for 26 years, I’m really thankful for this shift.

Why does it matter?

The term "emotional disturbance" has always had a negative connotation, which made it tough for some students who were dealing with things like depression or anxiety. It just didn’t feel like the right fit. Often, we'd use "Other Health Impairment" (OHI) to avoid the label, even when emotional disturbance might have been more accurate.

Now, with the term "emotional disability," we can more accurately describe what students are going through without the stigma attached to the old label. This is a win for everyone, especially with the growing number of students facing emotional challenges in the aftermath of COVID and beyond.

Wondering when to request an assessment for your struggling student? It's a question we get a lot, and it's important to know when the right time is.

A common misconception is that schools must assess your child simply because you request it in writing. That's not the case. Schools are only required to assess if there's clear evidence of an educational impact on your student's performance.

So, when should you put it in writing?

Here's what to consider:

Is your child struggling academically? Look for poor grades, test scores, school avoidance, or significant anxiety.

Have you worked with your school team? Communicate with teachers and principals and participate in student study teams or MTSS (Multi-Tiered Systems of Support) before jumping straight to an assessment request.
